BAFRA has two divisions with following responsibilities:

Quality Control and Quarantine Division (QCQD)

 Management and implementation of veterinary public health affairs,

  • Management and implementation of animal quarantine measures,
  • Management and implementation of farm biosecurity measures,
  • Management and implementation of plant quarantine measures,
  • Inspection and certification of germplasm,
  • Inspection and certification of fresh agricultural produce for exports,
  • Quality and safety assurance of food businesses,
  • Quality assurance of domestic food products for export,
  • Food import inspection and certification,
  • Regulation of GM foods and feeds.

Analytical and Certification Division (ACD)

  •  Facilitate the organization and implementation of ISO 22000 (food safety management system) and HACCP (hazard analysis critical control points) to promote food safety,
  • Bhutan organic certification for exports and domestic use through implementation of Bhutan Organic Certification System (BOCS),
  • Certification for Bhutan Good agricultural Practices (BhutanGAP)
  • Formulation of food product standards, guidelines/protocol and code of conducts,
  • Oversee the establishment of satellite laboratories at the regional level and entry points,
  • Liaise with other International, Regional and National level relevant organizations and agencies to foster certification related activities.
